It's probably a little more than normal. More like a 10 year old car than 7, but that's splitting hairs a bit.
Waxoyl won't do much for it. Ideally remove the components, de rust and repaint (not time and cost effective) or wire brush and hammerite or underseal type paint is probably more worthwhile. Or do as most do and ignore it until it gets worse and replace if/when needed.

OP you should do something to it, I have an Audi RS2 which is 24 years old and in May i decided to get the underneath refreshed/refurbed. If you think your is bad take a look at some of the suspension on mine. Suffice to say its all sorted now but to be honest, i left it far too late and cost me a small fortune but due to the rarity of the RS2 its still worth fixing. I will post a few pictures and you can take a look at the thread i had running too. If you have any plans to keep it then get something done, even if temporary.

Im not saying go to the extremes that i did, due to the fact once you start digging, the "hole" just gets deeper and you need to know how deep you want that "hole", in fact its really how deep are your pockets...

Our Touran is just a family hack.
I was just surprised that no advisory showed up on the MOT history given the appearance.
I have unloaded a small can of black waxoyl on the worst of it which will do for now but in next year’s MOT, the inspector may take a dim view on that.
It’ll keep rusting beneath the black Waxoil. Our Touran is just a family hack.
