Strut mount rubber loose

I'm still taking the car to the garage and limiting driving it before then.
I've uploaded a photo of the drivers side struct which I've just checked and also appears to missing the same nuts as the passenger side (as per my initial post). The car is a Citroen C2, so not sure if this is normal or not.

As there is only a single stud per side in the OPs case I suspect they have nothing to do with retaining the strut. Plenty of cars do not have separate fixings to retain the strut top, they just rely on the big top hat washer with the rubber buffer. The strut clearly can't drop out of the hole either way, so whilst the top mounts look knackered and must be replaced it's not quite the life or death situation you seem to be implying.There are also no (it seems) nuts on your strut top studs and at least one of the studs is missing completely.
This is very dangerous & needs IMMEDIATE ATTENTION!

It's one stud with no retaining nuts looks to be the design of these very unusual
But the one in your first picture definitely looks like its needs replacing due to wear
But not falling out of place dangerous like it looked originaly
