Choosing alloy rims

I have a Tesla Model S with factory 21 inch wheels. The wheels are rather silly as they reduce range, tyres are expensive, get kerbed and ride rough.
I want to get a set of standard 19 rims. Where to start with a choosing a brand of rims?
BBS is the obvious choice, though they are rather dear. There are lots of others of which I have heard of almost none.
Recommendations for a set that does not brreak the bank?
Will any rim that is "19x8.0J ETS 35 with a 5x120 PCS" fit?

How do the wheels reduce the range? A wider than standard tyre may increase rolling resistance a bit, but not really enough to notice in normal driving. The consideration with smaller wheel/tyre combinations is keeping the same rolling circumference, to avoid changes in effective gearing.
And use this to compare different rim size, tyre profiles, and rolling circumferences.
