The law requires a speed hump to be no more than 100mm higher than the road surface before and after it. Most cars will clear this. Councils have been known to have (illegally) violated this rule. Is that possible in your case?
Failing that, have you tried taking the speed humps at an angle? It makes a big difference to a car's ability to clear them. By taking an angle, I've negotiated numerous humps in cars that would not clear them straight-on.

I've heard about the 100mm law before, however would be interested to know whether there is an accompanying "ramp angle" limit too. I live near Swindon, and there have been a lot of speed humps for years, however more recently they have begun bolting down those huge pre-fab rubber bumps that are a lot harsher/steeper than traditional styles.
