Vibrating RAV 4

My girlfriend's Toyota RAV 4 has a bad vibration through the steering at higher speeds. It happens at over 60mph but not all the time. If you apply the brakes at anything over 60mph the vibration is very bad while still on the brakes until you to below 50ish. Once off the brakes the vibration is still there but gradually disappears and you can raise your speed to whatever you like without the vibration occurring. Use the brakes at these speeds and the vibration is back. Any ideas anyone? I thought sticking caliper maybe.
Warped disks?
If the disk is slightly out of true it'll move left and right in the caliper. Once the pads are pushed back out of the way by the spinning on the disk you'll only get some small vibration, as soon as you hit the brakes it'll vibrate like hell. Come off the brakes and it should stop.
Easy to check with a run out gauge.
