Epoxy, it will stick to polyester and steel. Polyester resin does not adhere (very well) to polyester once it has cured, it delaminates easily. Be sure to rough up the area to be bonded and make sure it is clean, ie no oil/grease etc etc. You can thicken the epoxy with "flock" which makes it thicker and also adds strength. It is commonly used when bonding frames etc in on gliders etc.
