Painting Fiberglass small bumps

About a year ago I painted a couple of small fiberglass panels, they were cleaned filled and sprayed with a hi build primer then painted with a metalic and clear laquer. Then I ran some 2000 grit wet and dry and finnished with some polish to a very smooth finnish, now about 1 year on there are about half a dozen little raised bumps in the paint doted over the panel any ideas why this should happen only thing I can think is traped moisture yet the panels were dryed with hot air before painting.
quick answer is yes its more likely water/moisture trapped under the fresh paint.
Its very tricky to get rid of moisture fully on glassfibre panels.
and very easy to "ADD" introduce moisture with the painting process ie wet sanding primers and the fact that you are using water based paint.
