Shabby radiator needing attention

I enjoy driving my vintage car (1928) and want to improve the cosmetics a little. The coolant radiator is a major feature of the front of the car, unfortunately the rad' is very old and shabby. The original finish has definitely gone and in its place is some rust and bare metal to the cooling fins, it looks fairly bad but still works well. My question is :
can you advise/comment as to best way to kill the rust and/or provide a base prior to my use of an aerosol black radiator paint. Of course I am anxious not to apply any product that may damage or block the rad'fins.

Thanks chaps , this afternoon I have been busy with a old fashioned bristle scrubbing brush and removed all of the old flacking paint and loose rust from the fins. Think I will try just black rad' paint and see how long it lasts. Can't risk any chemical treatments for fear of damaging the rad' itself. Replacement rad' would cost a couple of thousand so will put that off for as long as possible!
