"Orange Peel" on New Unpainted Wing - How Bad is This?

I bought a pair of "New Old Stock" front wings for my 156 GTA from a reputable (European) spares company. Utterly stupidly, I unpacked one and, as that one was fine, left the other in it's packaging.
Of course, when I unwrapped it this morning (to rustproof the underside in advance of it being fitted to the car and resprayed), I found it had large areas of "orange-peel" like blemishes on the surface. At first I thought it was glue residue from some stickers, but it doesn't want to clean off, and I am now thinking that its rust under the surface.
Apart from the inconvenience of posting it back, I've had this since the end of October, so am not sure where I stand in terms of exchange / refund and the car is due to go in for its respray at the end of next week, so timing is a bit tight to get a new one anyway
I'll contact the spares company on Monday - but can any bodywork gurus confirm that this is surface rust under the surface? I'm just wondering whether to stick with it and just ask the bodyshop to sand, treat and respray:

Any body shop worth its salt would sand a new panel back and primer as a matter of course.
Yeah, I just panicked a little when I unwrapped what I thought would be a pristine panel and found something that wasn't.I have sanded it back, and it has gone to bare metal with no hint of rust, so I'm not sure exactly what the orange-peel is, but it's not as bad as I thought.

I've found most panels that come with it need some sort of repair, which requires a complete rub down to remove the lot before re etching the panel. Mixing etch with the e-coat always seems to be a recipe for disaster, always seems to throw up some sort of reaction.
