Minor bubbling cost to sort out?

Thats been previously repaired. Not necessarily for rust but the rust is coming from under a previous repair.It could have possibly been damaged and the factory galvanised coating breached hence the rust.

^^^ Exactly this. This kind of paint bubbling is characteristic on early aluminium XKs and X350 XJs. Not seen it happen on the later post 09 cars so perhaps they've fixed the cause by now.Iirc these suffered from poor paint adhesion causing aluminium corrosion.
Low down in the corner of a panel like that you will probably get away with a Chips Away type repair for around £100, Higher up on window surrounds, and horizontal panels like bonnet, roof and bootlid will be harder to lose and probably require the panel to be painted.
The upside is that it doesn't tend to develop and spread as aggressively as corrosion on a steel car, so if you can live with it or if the car doesn't warrant spending the money then it's unlikely to hasten its death.
