Hundreds of Tiny little lacquer chips, fixable?

I take it this will all come down to lacquer depth, but my bonnet on my Megane 225 looks like it is sparsely covered in large specks of dust, when it's dull weather, it looks great with a polish, but sun comes out and you just see hundreds of white dots!
Can this be lightly sanded out if the lacquers deep enough? Or is there a product i don't know of that will fill these tiny lacquer marks?
I saw a product on youtube from a company that basically looked like he was applying paint with a body filler spreader all over a bonnet, lets it dry then buffs it off? It definetly lessened the damage!
My paint colour is Black gold, pearly black that turns goldy coloured in the sun. Any advice appreciated! Thanks!
