Fix bumper after removal registration

Guys
I removed my registration plate and I found few holes underneath and the paint is missing or damaged.
Only 2 still have internal thread, others are just large holes..
There is something you can suggest to help to patch it. plaster+brush paint?
I understand won’t be perfect but at least will look better from far.

A fibreglass kit, patch from the back then fill and paint.

Only 2hole are penetrating through the bumper and i was after something just to patch a paint locally on the front without remove the bumper if possible
