Is it possible to perform a roof chop on a BMW I3 ?
As in make the roof line lower on the carbon reinforced fibre plastic passenger cell ?

Anything is possible with enough time and money
Not really practice however
And you would likely find I very hard to insure after at least in the UK

You would be cutting through the weave which is where the strength is and just glueing/patching the 2 halves together.
IMHO you have no real strength left

simple answer. no

The composite unibody of the i3 is not amenable to any alterations (realistically, no modern uni-body car is, no matter what it's made from)

You'd be far better simply rebody-ing the skateboard chassis underneath

I was thinking about using the CRFP passenger cell on top of a bespoke chassis and drivetrain with a small ice engine ???
