Milky line, recently resprayed - what is it?

Recently had my car bumper repainted, and there is a strange milky looking line that's appeared... and just above it there seems to be the edge of the clearcoat coming down a bit (which really shouldn't be visible) and if you look on the 2nd photo the clearcoat at the edge with the chrome grille is a bit rough. To give you an idea of scale, that 'milky' line is 1-2cm long.
(On the 2nd photo, the thing in the bottom left hand corner is a torch!)
In terms of the milky line, what is it? Is it going to disappear on its own? Is the paint going to get worse?
