Found some surface rust on outer sills when body kit has been removed. Want to take hold of it before it starts to get terminal. Give it a good going over & it hasn't gone through. What is best course of action
Was thinking
Grind back to bare metal
Decontaminate
Rust convertor
Oxide primer
Underseal or paint

Anything anyone would do differently or anything I've missed which would help keep corrosion at bay

Sounds good to me, grinding back first as you say will help somewhat.
Use a good rust converter such as Bilt Hamber hydrate 80, they also do a rust remover called detox gel but I’ve never tried it, I think it requires some time on the surface to do its stuff properly.

when I replaced the rear sections of my sills a while back I added a Grease Nipple within the rear wheelarch and gunned in a mix of Grease and Engine Oil to a sloppy but not fluid consistency.

Simply a matter of drilling a hole the correct size and adding the nipple.

Don't forget to paint the bare metal created by Drilling
