Removing Powdercoat from wheel mating face

Hi,
I had a set of wheels refurbished about 6 months ago and ever since (despite having the wheels balanced twice) I am getting a vibration through the wheels when travelling upwards of 66mph (yup not 65 but 66
). The car has had (unrelated) new suspensions arms etc so it is not a ball joint/bush and the vibration is modest (as in it doesn't feel as bad as when a wheel is truly out of balance).
The powdercoaters managed to get a bit of powdercoat on the wheel mating faces (the face which attaches to the hub) and so I think this may be causing the issue.
What is the best way to remove this? Obviously I could sand it off but I'm concerned that I'll then end up sanding an angle into the face.
Any advice?
