There's a couple of cas for sale at the moment where there are areas of the laquer peeling. Not great sheets of it but maybe a few areas about the size of a 50p piece.
Would aerosol clear laquer cover & seal it after a gentle rub down of the edges of the peeled area or is it a full panel respray needed?

Needs sanding back to a sound surface & the panel refinishing.

Thanks Paintman. So I can carefully flat it back and rattle can it with clear lacquer for an acceptable job? That's useful.

No.
That isn't what I said.
If the existing lacquer is peeling in patches it all needs to be removed.
Old sound paint can make a good primer but I would suggest taking the old colour coat off as well to be sure you've got rid of the problem then refinish the panel.

You can try your idea if you wish but I suspect you won't be happy with the result as any sanding damage or discolouration from exposure of the colour coat to the atmosphere will remain visible through the new clear.

totally agree with the above , besides if you could do that its near impossible to spot in a patch of rattle can in the middle of a panel and make it blend into the existing paint

put's a whole new perspective on a car that is coming up for sale shortly.
Two door mirrors would be easy to redo completely but the other area not so.
Budget adjustment required.

Follow up Q:

Rough guide for the cost of a relacquer?
Same as a paint job, ie £3k to £4K or less.

As an alternative, what about a flat down & respray with (say) cellulose? It's an 1980's car. I could do that myself. (Or could I do the lacquer myself or is it a bit poisonous like 2K etc)

(Did a few minis and similar in the 1980's/90s)

You can't just "relacquer" flaking clear coat
It has to primed and then base and clear to do it right

same price as a repaint ..cannot just re clear coat it

Seems every car I see for sale has lacquer peel....

(No doubt the reason it's for sale).
