Anyone know what these chrome covers w/chequered flags are?

Found these in the garage of a house we bought - does anyone know what they are - they are only about 15cm in diameter.

There are eight of them- they have threaded post and nut in the middle of the reverse and are stamped with Reliance 2979 and Japan
