Flattening paint

I'm painting a new door handle bezel for the wife's car, the original one got damaged by the selling dealer when they replaced a door lock module under warranty. I got a second hand part but it was not the right colour so sanded it, primed it and painted it, so far so good. I've used plastic primer and colour-matched paint from rattle cans.
The finish of the paint is not totally flat and smooth, just a subtle texture. Should I flatten the paint off with wet and dry before applying lacquer or just do it after the lacquer is on and cured a bit?
