Lower bumper Splitter Valence repair

Now that I’ve found out what the lower part of the front bumper is called, can anyone help. I’ve a 2020 Volvo S60 and I’ve damaged the lower Valence, it only a small scuff, about 15mm square and 2mm deep.

Motoreasy can’t fix it using a smart repair, guy came around, looked at it and refused to touch it, something about they couldn’t do the black plastic. The damage will need black and blue paint, they’ve given me £150 to get it repaired, any reason why not a smart repair? Pictures below:
