Advice re Pitting & Rust on Body & Screen From Construction

My neighbour's been renovating his house in a big way for a while. When I got in my car a couple of days ago, I noticed a gritty layer over the whole exterior, even though it didn't look massively dirty. But it had been raining the day or so before.
The car is white and fairly new, with no previous damage.
The screen looked like it had fine rain droplets on it that wouldn't come off.
The next day in better light I saw tiny pin prick rust marks intermittently over most of the vehicle, especially on the roof, front, back and side that's parked facing the site. Not loads, but enough to notice something had happened. After giving the entire thing a hose down and a non wax wash, the car felt smooth, but the rust was still there and the screen looked just as bad as before the wash.
I've clay bared portions with a fine grade clay, and the rust has gone easily. But the screen looks the same, and it's obvious with night lights. The side windows are also bad. See pic for windscreen.
Can someone advise me on what specifically may have caused the damage. They've had industrial cement trucks pumping cement with hoses, skips being emptied, sand and bolster delivered and other construction stuff, but I don't know which one is responsible. All I know is that my neighbours' construction has caused it. He has a contractor in doing the work and hasn't actually moved in yet.
What can I do about the damage?
If i clay bar the rust off, will it still be rusting under the paint and the car will rerust? I wanted to spray Maguires hybrid Ceramic wax on but am wary it will seal the rust in under the wax. Also, there's the problem of all the glass damage.
Anyone had experience of getting people accountable for this sort of damage? And if so, I'm not sure what to even ask for to solve it.

The rust spots are probably fine ferrous fallout from the construction. You'll need a fallout remover like Bilt Hamber Korrosol (stinks a bit) or Autoglym Magma from Halfords which doesn't smell quite so much of rotten eggs.

Then the spots will shrink as they dissolve and wash off, If left they can breach the paint.
