Is this a random orbital polisher or rotary?

As is common in France, the previous owners leave everything behind. The PO was english and left this (looks unused to me).

But I don't know if its a random orbital polisher or a rotary. There are literally no markings/stickers/ID on it.

Thats a rotary. Careful if you go near your car with it. Keep the speed slow and the polisher moving.
