Have you tried a claybar.It removes the tar spots very well without damaging the alloy. Its used mainly for cleaning paintwork from contaminants.
Most major wax brands have their own products so it shouldnt be hard to find. Either that or search for Claybar on Ebay..

I have the same problem. I've tried the claybar, but with limited success, it kind of justs smooths over the dirt without actually taking it off. I'm not sure if it's tar or just proper baked on dust but it's rough, like sandpaper.
Sorry for the rambling description but this stuff's doing my head in. Car's mint but the wheels look ruuuuuubish...
