New Pant bubbling

I had my 89 3.2 carrera resprayed about 18 months ago, all was good and I really pleased with a top notch paint job. About 8 months after the respray I noticed some small little bubbles (about the size of a full stop..) appearing along the top of the wing and then within a few weeks all over the car!!!
I returned to the body shop and the owner had a look at it but could offer no reason he asked me how I stored it and I said that it was always garaged and sometimes I even covered it with a cotton bed sheet to stop the dust blowing under the garage door!
We discussed it further and he said he would do a bit of checking and call me back. An hour or so later he called and said that from talking to some friends in the trade, he thought the bubbles were caused by my covering the car and that he thought they may well go back down and never return, so it was agreed I not cover the car again and then would return in a few months to see how they had developed and if they had not disappeared he would respray it!
Fantastic I thought so I returned a few months later and sure enough the bubbles had gone down as he said and he was confident that was the last of it and no further action was required.
Another 8 months past and we move house during this time I had to leave the car out side for a period of time, during that time the bubbles returned! I took the car back to the bodyshop and after a lot of him saying it was my fault for covering the car and me saying I can't believe that as I had only used a cotton sheet and the bubbles are all over the car not just on the top surfaces that a sheet would touch, he eventually agreed to respray the worst panels, the F/N/S wing and N/S door but was not prepared to respray the whole car Grrrrr!!!
What I really want to know, is a way of telling what has caused these bubbles ie some sort of specialist I can get to look at it? and make a professional decision as to what has caused this and if it is by fault or not, as I feel this will give me a lot clought to argue my corner with the bodyshop.
Any advice of opinions gratefully welcomed.

If they were little white dots (fisheyes they're called) I would say it's traces of silicone under the paint. Not sure what is causing your problem but if they went down again he must have used cellulose pant as it tends to move with age.
Whatever the problem is putting a sheet over shouldn't cause this. It's bad preparation or poor painting technique

It's microblistering. Tiny pockets of moisture trapped beneath the paint, either from airline contamination or the car wasn't dried off properly after wet flatting before painting (which is why people like me do all pre-paint work dry!)
It's always aggrevated by being under a sheet as it causes condensation & this will tend to draw the mosidture out.
Unfortunately there is no easy fix, all layers back to the point of microblistering will need to be stripped.
Any bodyshop worth their salt will be more than well aware of the causes & effect.
