Try a Bilt Hamber Clay bar for the stubborn spots but be sure to have gotten the worst off first or it might become a bilt un-economical...

You can use brake cleaner, but you should proably put some sort of polish on there afterwards otherwise the dirt will quickly stick back onto the surface again.
I just use normal car polish on mine after cleaning.
I bought a pot of Chemical Guys Wheel Guard when I did my last set so im sorted on that front.I just use normal car polish on mine after cleaning.

, not so good on polished and lacquered wheels as its very aggressive.Had a similarly neglected set of wheels a couple of years ago and Wonder Wheels as first touch was great, needed a couple of applications followed by a little elbow grease with T-Cut and they looked like new.
