Etch primer, porous?

Is etch primer, specifically the U-Pol stuff Halfords sell in the red tins, porous?
Been using it to cover the new metal welded in the Mini but its going to be a few months before I finish all the bodywork off and paint it, hence is is likely to start rusting away on me? I started out dusting red oxide and matt black over the welds which does seem to have developed a light rust coat after, well nearly a year
