hmmmm, a few years back the cause of this would have been the panels being clearcoated in 1k lacquer. Nowerdays this sort of problem seems to be associated with water based basecoat being topcoated before it is dry, usually blacks or dark colours
A heatgun over the surface and a polish up usually does the trick but, as you have found out, doesnt seem to be a permanent fix.
Have you had the "said" panels painted recently, is there any comeback if you have?
