advise sought: dull paint 'patches' on my TVR

Hi all 
I've recently noticed my TVR has a patch of dull (slightly 'milky') paint-work over one of the rear wings.
Any suggestion for getting rid of this, or even is it possible?
The paint is a non-metallic blue and is 18 years old - oh and is on fibre-glass obviously. The car lives outside. Most of the rest of the car looks fine though (except for some clear-coat damage on the boot) and I try to look after it - Meguiars three stage and clay every so often - although not recently!
