how to clean rust proofing off wheel ??

Some suggestions please, the garage sometime ago used dintrol on the chassis and managed to get a fair bit on the inside of the wheels, how do i get this stuff off ?????

I suggest some Bilt Hamber Surfex HD.

Or, Autosmart Tardis, both good products. Surex can be used on loads of different jobs when diluted so probably better value.
