Tips on repairing this little scrape...
Discussion

I need to take wheel liner off and knock out the wing a bit.
1) rub the area down using wet n dry.
2)The scrape is down to the meta ...do i really need to use a primer before spraying?
3) the paint im going to be using is Hycote Frozen white. Does this need a clear coa\t lacquer on top?
The dent is fairly sizeable and across the wheelarch suage line. If you're concerned about how it will look, don't attempt a DIY repair.
Adhesion will be very poor if you don't prime over bare metal, as well as limiting your future corrosion protection.
The TDS for the paint you are using should let you know if a clearcoat is required. Avoid any paint that your supplier cannot provide a TDS for.

As others have said, if you need to ask, dont do it! The fact that you dont realise the arch is double-skinned (so you'll struggle to "knock out" the very shallow dent) suggest it'll end in tears. Get a decent professional (if you can find one!) to repair it, otherwise you'll knock between £500 & a grand off its resale value.
Check out www.smartmap.co.uk for a repairer in your area. This is bread and butter work for a competant SMART repairer. If you try it, you'll probably end up paying for someone to redo it anyway - who will charge a premium to correct your work!
