A radiator shop should be able to sort it. Well, we did when I worked in one, centuries ago.

I fitted a reconditioned tank to a MK2 Capri a last year that had been lined with some very hard,rubbery pale pink material with the outside dipped in a silver aluminium coating.

The guy who`s car it was said he had it done in north west London.
He mentioned their claim was that you could peel off the steel and if supported the lining would still be a leak free tank.
It did look good and was apparently quite rotten originally.

+1 Have used this and the POR-15 equivalent; both are very good.
