Anyone know what this car is

A friend of mine showed me this pic last night. It's been tucked away under a sheet in a garage in our home town for a very long time, 30 years plus apparently. He's just been asked to make an offer for it, there were no badges that he could see but his brother is going to take a look at it for him over the weekend to try and find out a bit more.
I don't recognise it but my thoughts are early English GRP, kit or small scale production, something along the lines of Fairthorpe, Elva or TVR, but I don't think it's one of those.

The most important thing to check for is the condition of the steel frame within the engine bay. They are a monocoque shell, but have steel reinforcing bonded in. I think it picks up both the front suspension and the engine mounts.

Quick update. My friend looked at the car today, it looks like it needs a full re-furb, it's supposedly a 1963 model but the number plates are locked inside the car and they couldn't get the doors or the bonnet open so we don't have a reg no or engine details yet.
He's definitely interested in buying it and is waiting to find out the owners idea of value, to give him some clues are there any thoughts to value on here?
