I believe it's all done online these days.

Only need an MOT if it's post 1959.

If you are just changing to historic class you just need the registration document which they replace at a later date. If you want to tax as well obviously you need insurance and MOT, both of which will available via online data.

Thanks, you are right, that was all that was required, MOT and insurance were both checked online. Much more straightforward than the DVLA advice suggests it is.

There does seem to be conflicting information out there.

Mine became eligible on April 1st, I had been told that either I must send the V5 off to DVLA beforehand, or that the PO could deal with it all in one go, opposing viewpoints but both by people who had direct experience. I decided to risk it and went to the PO on April 1st, couldn't have been more simple, they made the class change, sent the V5 off for me, and issued 12 months free VED all in about a minute. Yet I know people who've been in the same situation and had to send their V5 off, having been told by their PO that must be done first.

I did this last month with my '73 XJ6, it took two goes though as the lady at the first PO I tried could not change it despite trying it more than once. It was a relief when the second PO (closer to home) managed it, she also sent the V5 off for me... the new one arrived with the correct change of taxation class about ten days ago. In my case I also sent a covering letter to the DVLA including proof of the October '73 build date from Jaguar Heritage as at first Swansea would not accept that my car was eligable, just because it wasn't registered until March '74. Odd considering they know the rules but there you go!

Mine also has disparate build and registration years - built in 1974 but not registered until 1976 - but in an attempt to stave off any issue I'd written to the DVLA the year before with proof of this from the manufacturer, and it had been added to the V5 in plenty of time. Mainly I didn't want to risk any delays between April 1st and the general election date, in case there was a change of government to one that might cancel or suspend the VED exemption. Chances are they wouldn't have done so immediately, but I didn't want to get within a few weeks of being eligible only to have it whisked away.

But there does seem to be an issue at some POs.
