Importing a Car from Europe - Cheapest Country?!

Hi

I've imported a car form the USA in the past and am happy enough with the paperwork this end, but I'm looking at buying a Mk1 Panda 4x4 (newest would be 2004? oldest 1983) and wondered if there is much difference in the process for export from different Euro countries?

Italy *appears* to be something of a pain around registration and leaving, though has the most cars that I'd want.

Is there a country with prices generally lower than others? (I've got searches set for all over, quality and no rust is my priority - quite possible, despite what we see over here!)
