40 year exemption being abandoned?

Tried to tax a car today registered March 1980, built January - 40 years old. Used the V112 form as usual but the Post Office couldn't do it online.
Rang DVLA and the earliest I can apply is April next year, so over 41 years old...........
They said the cut off was January 1979.
They refused to accept that the car is 40 years old and thus exempt from (paying) Tax and MOT. I did this twice last year, no problem.
How bizarre! I wonder if DVLA are now refusing all new requests like mine?

The year cut-off jumps forward in April of each year, and it really shouldn't be described as "rolling" exemption, more like "jumping". As you say, the cut-off date is now vehicles made before Jan 1st 79, in a month it will be vehicles made before Jan 1st 80, and on April 1st 2021 it will be vehicles made before Jan 1st 81, unless something changes before then.
I don't know why they can't / won't do it based on actual 40 years from date of manufacture (or registration) but unless I've missed something, there's nothing different here.

Cheeper to do it how they currently do then do it on date of registration
