I've seen a few old Specials & Kitcars for sale that have been built for many years but not registered as they were only used on racetracks / hillclimbs etc

I'm aware it's hard to get unfinished older kitcars through IVA but if cars were completed before all that ( I think SVA was 1998) can you avoid it ?

IE if I can prove a car was being raced in !960 or 1990 can I register it without going through an IVA ?

No, if it’s never been registered as road car in the past then you’ll need an IVA.

I put a few hill climbers on the road in the past, just required an MOT, a chassis number and a simple form

Surely register it like any car you might bring into the country.

Except you’ll need proof of build date as you don’t have a vehicle title

And an IVA test pass, of course.

^^ This. I nearly got caught, when I was buying an ex-race car I was intended to use for track days 12 years ago.

As kit cars didn't need an SVA to be used solely as a race car or track day trailer queen, most people building them for that purpose didn't bother.
They just accepted they would never drive them on the road.
