DVLA reject Registration! Help

I bought a beautiful 1969 VW Beetle 1500 that was imported from South Africa. The car is like new with a genuine 17000 miles (I checked back in SA). I have the import taxes paid (VOSA), I got it insured on its chassis number, got a certificate of manaufacturer from VW and filled out a mountain of paperwork. Sent all off to Swansea DVLA and waited. And waited. Finally yesterday everything was sent back to me because the VW certificate states that the car arrived in South Africa as CKD (Completely Knocked Down) to be built there. DVLA now argue that they don't have evidence of when the car was actually built up in South Africa and they have offered to register it as a 'Q" plate!! Can anyone who has gone through this debilitating process any guidance of my next moves? Thanks
