I have a few historic registered cars , 3 from the late sixties one from 1973 and three from 1983/4
I just checked in on the website to make sure that they are exempt and the first three there is no charge, the 1973 MGMidget and the last three all say that there is a charge in spite of the fact that all the cars are registered historic and are over 40 years old. Have they changed the rules?

It doesn’t appear so. The website still says exemptions for:

Historic vehicles
Two categories of historic vehicles are exempt from ULEZ:

All vehicles built before 1 January 1973
Vehicles over 40 years old that have been successfully registered with the DVLA for a historic vehicle tax class

When were they registered historic?

TFL try not to pay the DVLA to update records, if you swap a plate from a complient car, an old personal, to a non compliant car, it will show compliant until they update, which can be sometime.

If you get a fine and it is registered historic on that date they have no grounds to refuse an appeal.

I appreciate that there is a difference between ULEZ and the congestion zone but I only need to know about ULEZ

The first is the answer for all my. 1967 cars the second for my 1974 MG Midget all cars owned by me for more than 30 years

You do not need to pay a daily ULEZ charge to drive in the zone, and are helping to improve air quality across London.

However, if you see the Congestion Charge or the Blackwall and Silvertown tunnels charge displayed below, you will need to pay those charges if you drive in central London or through either tunnel.

Have you actually contacted the ULEZ brigade and queried their obvious data inaccuracy? Be prepared they will likely ask to see a copy of your V5C which show the class as "Historic" in which case they will have to update their system.

Be aware they move glacially slow there for admin against their aggressive ££ collection enforcement!

If they're registered historic they're exempt from ULEZ - however it could well be that the ULEZ database is out of step with the DVLA. I had a 1983 T25 which I re-registered in April 2024 but it took a while for that info to feed through. I already had Autopay enabled so I could track the ULEZ fees and I called them the first time I was incorrectly charged and they put a temporary status on my account which was valid for 6 months on the assumption the info would be updated in due course - it sounds as though you may need them to dig a little deeper.
