this is what Five live is reporting on currently......if there's a grain of truth in there i dunno .....it has just spoiled an otherwise lovely morning for me.
presumably it has something to do with this.....(and reading between the lines 'people helping thier own communities)
Prescott 'local democracy' plan
The deputy prime minister has been unveiling his five year plan
John Prescott has unveiled a five year plan that he hopes will see more people getting involved in their communities.
The deputy prime minister hopes involving voters in local "democratic life" will help drive deprived areas out of poverty.
He also said the plans would help tackle need for locally provided public services, such as healthcare.
But the Tories accused him of "empty rhetoric" and the Lib Dems said he was not giving up his own powers.
'Massive hole'
Tory shadow local government secretary Caroline Spelman said her party had promised to abolish the government's regional house-building targets, regional assemblies and "flawed" Communities Plan.
The Conservatives would "let local people have the final say on local developments", she said.
For the Liberal Democrats, Edward Davey said Mr Prescott's plan had a "massive hole at its heart".
"The deputy prime minister is happy to devolve councils' powers down to local neighbourhoods and communities but there seems to be no hope of him devolving any of his own powers."
"There is no point Labour talking about stronger local democracy while they continue to tighten the reins. Change will only happen when we give local people real control."
Mr Prescott's initiative includes the launch of a Neighbourhoods Charter, which outlines the powers people will have over running their community and the sort of results they can expect.
More involvement?
A new £5m programme of guides are to be produced to help local people and their councils spend resources more effectively.
Mr Prescott said people everywhere could make a significant difference by action in their neighbourhood.
He said: "We want to offer new opportunities to neighbourhoods everywhere.
"We want people to help share the local public services they receive and we want them to become more involved in the democratic life of their community.
"In this way, local people, working with local councillors, can play their part in creating sustainable communities."
Mr Prescott said the plans would allow people to customise services to fit their community's needs.
He announced plans to strengthen councils' ability to take a lead in their areas and he said a new consultation would begin on ideas to create more directly elected local mayors.
Looking long-term
The package was later praised by Tony Blair as he opened the government's Sustainable Communities Summit in Manchester.
Mr Blair underlined the importance of local people taking charge of regeneration projects.
Sustainable development meant taking some account of the long-term consequences of decisions, he said.
Please, don't get me going on Tax - it's a red-rag to a bull.
The issue that the Government has to resolve is its absurd public spending. And the only way that this spending can be funded is with your's and my Tax contributions.
If the Government was even as half creative about reducing their spending as they are on finding new ways to Tax people a lot of the problems would be resolved. I've got one or two neighbours who hold senior positions in the Civil Service and the 'waste' I hear about makes my blood boil. It's one thing squandering your own money, but it's immoral to squander other people's. Meanwhile, the schools and hospitals are creaking under ridiculous beurocracy (I used to be a school governor - which was an eye opener). All topped with no damn pension, despite me paying NI for the last 25 years. Basically, this Government and previous regimes have "done a Maxwell" with all our NI. If they ran a business like that they'd be doing time in the nick.

IMO we should move to something more like the German system, where regional assemblies get to basically set their own agendas, hold their own referendums and so on. The national taxes are scrapped and local ones brought in, providing the local citizens have a direct say in what goes on in their constituency. There are representatives from each party, proportional to the vote, in each assembly, and the majority leader represents the contituency in parliament, which is only there to discuss issues of national importance.
Of course, this being New Liabilityour and Piescott, it's all about fleecing, control-freakery and extending influence deeper and deeper until people will end up in debt purely due to taxation, and have absolutely no say in what goes on in their local area.

I agree that it might be a big improvement to the system if tax powers are moved down to a more local level. The problem at present is that Local Councils etc, are the channels through which alot of government funding is provided, but they raise only a fraction of their budget locally. This reduces interest in local politics and lowers voter turnout.
Imagine a situation where the vast proportion of local services had to be provided from local taxation and the local council had far greater control over those services-Local politics would be far more important and you would have a choice whether you wanted to live in a high tax area or not.

apologies i was wrong........it was Talksport and not Five Live repoting this story........and latest is that a government spokesperson has categorically denied that a second 'council tax' will be levied but businesses would be urged to contribute etc etc

If I were Howard I would get one of his people to sit down and write down what Mr & Mrs Average & 1.6 kids used to spend to live when they were kicked out - and what they got for that money.
Then do the same exercise with todays figures showing separately the new extra taxes we pay invented by Bliar to show how worse off we are generally and with crime, heathcare etc etc
Then start plastering the facts up on hoardings everywhere now to let it sink in long before the elections.
This government is on its last legs and all it would take is a good swift kick in the boll ox to finish it off and yet these dumb @rses seem incapable of doing it.

Sounds like total rubbish to me, I do not believe that anyone who works for a living is any better off under this governement regardless of how much or little they earn.
It's not what you go home with in your pocket at the end of the week that matters, it's what you can afford to do with it that matters.

The perentage of those of working age in employment is around 70% I believe.
By a quick back of the envelope calculation the vast majority of people in work will be in the top 50% of earners.
