Not an expert <ahem>
but it's all to do with how Google works. It ranks sites based on votes (links) from other sites. The keyword is the hyplink. Same works for French Military Victories. ( or something like that)
But it's done with other webites linking to the government site with the word
wit in the hyperlink. That tells you how many annoyed people there are with this government.
Edited to add: All the 'I'm Feeling Lucky' option does it pick the first site that Google lists, which happens to be the government's site.
So, that means there's a hell of a lot of sites that link to the government site with
