Bit of a delicate topic for a man such as myself but I have been "instructed" to ask the PH well of knowledge if there is anyone with first hand experience and any advice?

Question is:- does it work with facial hair and are there any side effects etc?

This would be for upper lip (on a female) and not too bad.

I know a guy who had it done.
He's black and had very, very bad ingrowing facial hair (he had loads & loads of bumps where the hairs would curl under the skin).
It worked for him, although it was uncomfortable during and after for a few days. They did it in a few sessions to reduce the discomfort.

All in all he was happy with the results but he was in a pretty bad situation beforehand

Yes, effectively after 3 to 6 treatments and no.

Mrs CT owns a beauty salon and the 'Elipse' machine is very popular.

She informs me that if the person is to visit a Salon, it will most probably 'Intense Pulse Light' which is second generation Laser. Laser treatment is usually done by medical staff, and there can be some side effects with that as the wave lengths are not filtered and could result in burning and pigmentation.
