Illogical Highways Agency comment today

So, in amongst today's pre-election announcement that we can build lots of lovely new homes on NHS property, there appeards this comment attributed to the Highways Agency:
Now, is it just me, but I'm not seeing how road tolling will reduce this form of congestion. Surely people still have to get to work, no matter how much you charge them. Most odd.

The Times today said:
But the Highways Agency gave warning yesterday that motorways and trunk roads in the South East would struggle to cope with the huge increase in commuting and that road tolls would have to be introduced to prevent gridlock.
