7-Year-Old Killed Trying To Cross I-5 With Sister

Cottage Grove - A 7-year-old boy was killed Friday when he ran in front of a tractor-trailer rig while crossing Interstate 5 with his older sister.

The children were not accompanied by an adult, Oregon State Police Lt. Mike Bloom said. The 9-year-old sister was not injured.

Police identified the boy as Justin T. Elsmore of Cottage Grove. He was declared dead at the scene.

"There will be an investigation into why two children under the age of 10 were crossing the highway," Bloom said. "We will forward our investigation to child welfare."

The truck driver appeared to be crying as he spoke with troopers about the accident, which occurred about 3:20 p.m. The boy's body lay beneath a yellow blanket at the side of the road. Police identified the truck driver as Abundio Sanchez Huerta, 36, of Woodburn. He was uninjured.

Police say both children had been dropped off by a school bus on a nearby street and were trying to get to their home across I-5 without using a route that avoided the freeway.

The brother and sister had crossed the two southbound lanes just south of the Main Street exit into Cottage Grove, Bloom said.

They climbed over the concrete divider and the boy ran into northbound traffic, he said. Police say the girl apparently saw the truck and stayed behind.

The boy ran in front of a truck heading north in the slow lane. The driver could not stop after hitting the boy, but exited at Main Street, circled back around and parked his rig on the southbound shoulder across from the boy's body, Bloom said. He ran to the boy and waited for police.

The boy's mother came to the scene after the accident, Bloom said. Troopers have interviewed the girl and will continue their investigation into what led up to the accident over the weekend.

Officers at the scene were shaken up by the boy's death, he said.

Northbound traffic was limited to one lane for about an hour, causing a mile-long backup.
