Anyone see the BBC London news last night at 2230?
London complaining that of the 500000 speeding tickets issued only 118000 people were "honest" and "took it on the chin and paid £60,-"...and that all that money that was being lost was NOT going to repair those roads that badly need it!!!! Since when did one penny of fines EVER go to repairing roads....it all goes for "entertainment" and new posh offices for the scamerati!
Only 17000 cases where the fines were not paid were being investigated.....
causes? People not answering their ransom notes and cloned cars are sooo prevalent and it's all safety you know...not cash raising at all!!!!!!

All irrelevant. The road fund license more than pays for the entire road system in the country. Well, it would if it were actually spent on the roads. Oh, and fuel tax... where's that going?
Claiming not to be able to afford to maintain the roads because people aren't paying speeding tickets is frankly ludicrous.
What would happen in the unlikely event that the entore population of the UK rigidly kept to every limit and therefore no fines were issued? Presumably we'd have to cut something else like, say, the health service?

What struck me about this report (which was rather naive and biased, certainly), was:
What the hell is going on with a system with less than 23% payment???
As I hear the report, this covered tickets for both speeding and yellow box offences. Speeding is of course a moot point (particularly how appropriate the limits are on each road), and not really worth covering again here - for now, let's just accept the rules are there. Yellow box offences (for which such a fuss was made when cameras were introduced last year) clearly cause gridlock. I would assume that the figures also cover bus lane infrigements. Whatever your views, accept for now that those are the rules, and if you're caught you should pay.
So where are the 380,000 unpaid tickets (or some £23m revenue)?
- Some were "so serious that they went straight to court". But that accounted for only 9,000.
- Some were due to cloned cars. No figures, but I doubt that accounts for much of the remaining 370,000.
- The report failed to mention how many were successfully appealed. Perhaps that was embarrassingly high?
- Some were due to the plates being unreadable (no figures) - again, perhaps that would be embarrassing?
- Which leaves those where there was some sort of administrative error (where the ticket never reached the offender), those that blagged their way out of it (perhaps by claiming not to know who was driving), and those that have got away by ignoring the ticket.
If there are serial offenders (regularly ignoring tickets, or running cloned/false number plates), and the figures imply there are quite a few, shouldn't there be a concerted effort to nail them? Do the Westminster wardens have a list of 'priority' plates to look out for, downloaded to their PDAs? Westminster runs a ridiculous bonus scheme that has led wardens to issue tickets even while the driver is paying. That's a joke, but why not give them a bonus for catching the serial offenders - perhaps 10% of any fines reclaimed?

And MORE LIES last night (20th)!! 40% reduction in road deaths due to cameras??? WTF, deaths are increasing not diminishing......
but at least they DID say something against cashmachine Gatsos and gave the M4 go-slow protester a bit of air,
