What does substantially performed mean ?

Hello,
I recently bought a flat for £115,000
I completed and moved in on the 18th of March.
Stamp duty threshold was moved to £120,000 for all transactions performed on the 17th of March or later.
It states I shouldn't have to pay it unless my contract was substantially performed, which it says most contracts wont be.
Anyway Mr Tax man would like me to cough up the stamp duty and I think I shouldn't have to ?
Any info greatly apreciated !

from my poor knowledge of contract law, i think the 'substantive' refers to the substance of the transaction, i.e. does you house sale contract cite 18th of March as a substantive date, instead of the exchange date, which is when the actual transaction is performed... heck, i'm confused...
your solicitor should be able to answer this.
i'm hoping to move house this year - another £xxxxx grand for Gordon to squander...
this is far too early in the morning to surf...
