Ex Met chief proposes change in juvenile penalties

Finally someone is proposing policies that might actually help to combat the Yobs.

Former Metropolitan police Commissioner has called for the building of more youth detention units and for a new mid level of criminal responsibility to be created for 14-18 year olds where allowance is made for youth but they are still jailed if the crime warrants it.
