I don't mind art at all, especially in public places, but the prices these local councils, and institutes pay for what are quite often peices of tat, is unreal!
One that was near me was this hideous creation...
35,000 pounds!
Its a bit of welded metal to look a bit clownlike. They could get a local school to make something for a lot less, and it would have a lot more use.

Given that the rock in question was paid for by public/staff donations which were matched by a private foundation I reckon you've got as much a right to comment on what they should do with their money as other people have a right to comment on what you do with your money.
To criticise their purchase as a waste of money "which could have been better spent on hospital beds" is to present yourself as just the same kind of knuckle dragging tabloid reading reactionary as those people who want to ban your sports cars because they are a waste of resource.

I no expert but I think it counts as art because someone recognised it's potential, got it shaped/polished and thought of using it in the way it has been ("an artifact" I belive they call it).
Mind you rocks like that cost a mint anyway and getting it polished won't have been a few quid either.

But one does question the wisdom of putting a bloody great big stone in front of a hospital. I don't think all the gall stone and kidney stone patients would find it soothing do you?

Literate but wrong. When your close relative can't get lifesaving hospital treatment, you're crying in the hospital car park and you notice a £35K piece of 'art', you might reconsider. Justy as there's no place for blatant profiteering in health, there's no place for 'art'. At least, not until everyone can get the treatment they need same day. Then and only then, if there's some money left over, can they think about eye candy. Health or art? You choose.
