If he bought it in a shop, it is going to be down to the shops discretion.
If he ordered it online or over the phone he has a right to cancel the order up to 7 days after receiving the goods. He should receive a full refund for the goods, though he may not get shipping costs back.

Does that include where you have removed it from the packaging to see if its any good but discover that it isn't?

It depends on what the product is. This right does not apply "for the supply of goods made to the consumer's specifications or clearly personalised or which by reason of their nature cannot be returned or are liable to deteriorate or expire rapidly" or "for the supply of audio or video recordings or computer software if they are unsealed by the consumer;".
The quotes are from the Uk distance selling regs. The software/audio exception is the only one I can see that refers to unpacking goods, however the regs also say "The consumer shall be treated as having been under a duty throughout the period prior to cancellation to retain possession of the goods, and to take reasonable care of them."
Incidentally, you only have to give notice that you are cancelling the order within 7 days, not actually return the goods within that time.
