I think it relates to how soft or hard the ball is which effects how much it bounces when it hits the floor. I know someone who used to play

I own a sports shop, so am well qualified to answer this question....

A beginner plays with a larger BLUE ball....

12% bigger, 40% longer hangtime, no warm up required

Then a black ball, (in a red box) 6% bigger, 20% longer hang time, no warm up required..

Then a decent player would play with either:-
A single yellow dot black ball, traditional size 10% longer hangtime, (warm up required)

or

A DOUBLE yellow dot, traditional size, traditional hangtime, (warm up required).....

basically a beginner plays with a FAST ball and a good player with a SLOW one....

Well you did ask.....

That's usually the way, if you don't play very often

The balls historically were denoted and used in reference to the temperature of the court that you were playing on. ie, blue dot (these are all in old money by the way, I haven't played since they brought out weird names for them) for a cold court, through to yellow for a warm court/summertime, I remember playing against a junior egyptian champion who had a double yellow dot for courts back home in the heat.

They've changed a fair bit now and are used as beginner/intermediate/advanced/tournament as the court heating is now more consistent.

he says boasting...........

Whatever dot they have - cut old ones in half and support your CD player with them for better sound quality.
