I read today that BBC are planning a set top box that allows you to view old programs.

So let me get this straight they want to charge you for watching repeats.

What are they on

The only worrying thing about all this is when all TV goes digital there is going to be at least 5 ways
of getting television into the home as everyone seems to be producing their own tv service!
I can see everyone being confused and having 1 or 2 STB's.

The way I see it, you have 3 options if you want to watch a repeat of a BBC show:

1. Watch it whenever the BBC choose to put it on their primary channels
2. Watch it on UKGold whenever UKGold choose to show it
3. Watch it exactly when you want to see it

It seems perfectly reasonable to me to levy a fee for option 3 - you are effectively paying for the convenience of watching it at your preferred time. No different, really, than cashpoints that charge £1.50 per transaction because they are in convenient locations - you're simply paying for the extra convenience.

Alternative options, of course, include getting Sky+ and recording stuff to watch later, or buying the DVD!

Another alternative not available would be to tell them to stuff their channels where the sun dont shine

Not sure I understand your gripe with it - if you don't want to pay to see repeats, then don't! If your gripe is that the BBC are making money from selling on content that we, the TV Licence payer, have already funded, then I can see where you're coming from, but personally I think that the services that the BBC deliver are excellent value for money. Although that debate has been done to death elsewhere!

Look out for IPTV with BT and Microsoft.

I saw it last week on Media Centre IPTV Edition

This will allow you to pick and choose which of last weeks BBC you want to watch.

I suspect this is what The Observer were on about...

If they're going to charge to watch repeats, what are they going to show on the main channels?

They're not going to charge to watch repeats! They're going to charge to watch content (which may consist of repeats) of your choice, when you want to see it. You're paying for the "of your choice, when you want to see it" part, not the content.

LOL, I'm with you on this one - the more channels that appear (seemingly daily!), the more 'watered down' the quality becomes - there is nothing that I have not seen already on most of the SKY channels - I can even recite word for word the kiddies channel programs, they're repeated so much, and I'm not even watching them!
For really good and interesting new stuff, the 5 main channels are still way ahead of the rest of the complete crap that's banded as 'quality choices'! The term 'quality' has lost its true meaning when it comes to fobbing us off with lies and talk of more choice, more quality - what they really want is our money in return for little input from them.
If you've had SKY, or any similar package for any length of time, you'll realise that what you're paying for is repeats of repeats of repeats (recurring) - I've even seen the programs on the History and Discovery channels so often, I can't watch them any more, that even goes for Top Gear!!!

I can kind of see where your coming from but say you miss Top Gear and the repeat on Tuesday they are asking you to pay to see a program you have already paid for via the TV licence.

I can watch repeats of Top Gear on UKTV People

Anyway I have sky+ with Top Gear on series link so not really a problem for me, suppose I just fancied a rant at BBC for forcing us to pay a tax for owning a TV

No.

They are insisting you pay a fee to watch a programme delivered via a new transmission method.

Since you have the option to watch the programme on television, via the licence fee, when it was first aired, this option makes no difference to your pocket at all. If you don't want to pay any extra at the point of delivery, then you must be prepared to pay a slightly higher licence fee to cover the costs of this new service.
